2014: SB0037 Statewide Online Education Program Revisions

2014: SB0088 Child Interview Amendments

This legislation deals with the children justice centers. They are mandated to provide a friendly center for interviewing child abuse victims. This bill allows the child justice recording to share those recordings to necessary parties and eliminates duplicate laws regarding accessibility.

2015: HB0213S02 Safe Technology Utilization and Digital Citizenship in Public Schools

With an increased presence of technology in the classroom, this bill creates filtering within internet service providers. This bill allows the stakeholders (parents, principals, etc.) to be another safety gate for the protection of students. This recognizes the opportunities and challenges before us and embraces technology in a safe manner through filtering methods.

2016: HB0128 Alimony Amendments

This bill gave the courts the opportunity to consider the lack of prior work experience as they consider imputing income regarding alimony.

2016: HB0343 School Administration Amendments

School Administration Amendments is a follow-up from 2015 HB0213S02. This bill clarifies that as the school community councils work with professionals with educating about digital citizenship one change is making it aligned with local districts and school community councils elections clarifications within the amendment.

2016: SB0234 Protecting Unborn Children Amendments

This bill creates a greater sensitivity for the doctor and the mother. Abortions are performed sometimes due to health reasons, the rest are defined as ‘therapeutic abortion’, this bill deals seeks to provide comfort to the fetus when the abortion takes place.

2017: HB0015 Alimony Amendments

This deals with the flexibility given to the judge to consider diminished workplace experience as a result of caring for children and gives an option for that.

2017: HB0062 Educator Rights Amendments

This bill defines what abusive conduct is and changes what a school board or a charter school governing board to update rules on bullying and the process for those boards. This piece of legislation provides a tool to help with that abusive conduct (or bullying).

2017: HB0141S02 Unborn Child Protection Amendments

This bill relates to informed consent in the areas of termination of pregnancies. Line 48 adds based on 253, bill proposes to include that one drug is not always affective in completing abortions (pregnancy can still occur after taking that one drug). Informs the individual more about the specific drug. Makes the decision more informed.

2017: SB0185 Cause of Action for Minors Injured by Pornography

Creates a civil cause of action for minors exposed by pornography. Holds accountable the manufactures, producers, and distributors the physical, emotional, or physiological harm that is caused by the images or material.

2017: SB0196 Health Education Amendments

This bill makes an amendment to the current structure to the code regarding homosexual relationship and abstinence.

2018: SB0118S01 Abortion Law Amendments

Abortion Law Amendments is a bill that deals with key constitutional right and opportunity regarding informed consent, making sure that those that are dealing with this decision have all the information when making that decision. This bill deals with the information presented to the individual, this bill allows an education model of a video presentation to the one that is considering this decision and, in the process, creates increased flexibility in where it can be viewed and allows consistency on the informed consent.

2019: HB0303S02 School Community Council Amendments

Is a companion to 2 school safety bills that were passed. This bill defines safety principles, also defines digital citizenship. This bill allows continuing efforts for community councils to create increased school safety, engaging parents more.

2020: HB0012S02 Abusive Conduct Reporting Amendments

This bill started back in 2014. This bill deals with reflection on the last several years. Then the bill defines what an employee is. Requires the state to have a workplace environment free of abuse. Also creates reporting opportunity. There has been diminished reports due to the prior bills. Creates workplace treatment concerns process to address those issues. 

2020: HB0372S01 Digital Wellness, Citizenship, and Safe Technology Commission

This bill seeks to promote safe technology behaviors. This bill creates a commission with the goal to provide team effort.

 

 

Land and Natural Resources

 

Keven Stratton focuses on using natural resources wisely, obtaining state ownership of land, and having proper water supplies and allocations for Utah County. Keven fights for the rights of the people of Lindon, Orem, and Provo. Representative Stratton is currently leading the effort for Utah State to restore and protect public land. He is the chair of the natural resources, agriculture, and environmental committee. He also chairs the House of Representative Water Commission ensuring that there is sound process, policies, and public input on the allocation of water.

 

2013: SB0284 Net Metering Billing Cycles

This bill creates a 12-month cycle for farmers to receive credits for electricity, making the credits would last 12-months.

 

 

2013: SCR011S01 Concurrent Resolution on Radon Gas

Radon is the second leading cause for lung cancer. This resolution gives an opportunity to educate and highlight the challenges caused in the state of Utah. Up to 1/3 of homes experience radon. This resolution further educates the citizens of radon.

2013: SJR013 Joint Resolution Urging Governor and Utah’s Congressional Delegation to Secure Utah State Land

This seeks to bring to pass the intent of HB248 (2012). The resolution does what the title states.

2014: HB0151 Commission for the Stewardship of Public Lands

This creates the commission to exercise the stewardship of our public lands as relating to the constitution mandates of this body to guide the discussion in fulfilling that role.

2014: HB0164 Interstate Compact on Transfer of Public Lands

This bill was part of a package of bills for Utah to establish protocols for the effort to transfer public lands. This bill was an example for other states.

2014: SB0109S02 Radon Awareness Campaign

Radon gas is an odorless, colorless gas, emitted from the soils. Exposure to radon gas is the leading cause of non-smoking lung cancer. Homes in Utah have significant risk for radon gases. More than 1 in 3 gas have radon gases higher than the recommendation. This creates a campaign asking for people to get it tested in their homes.

2015: HB0132 Interstate Compact on Transfer of Public Lands Amendments

This bill involves additional language to previous legislation to allow people to contribute to the funding and fine tunes language of previous bills.

Intended to create further dialogue and consistency about what Utah is trying to do regarding public land transfers.

2015: HB0323 Resource Management Planning by Local Governments

This bill requires counties to develop a resource management plan. The state then has access to that plan. This allows the response to the question of what to do if we get the public lands back, allows a plan going forward.

This land bill allows the counties to put together all the resources to create a plan, also allows the land to be in line with different laws.

2016: HCR016S01 Concurrent Resolution on Utah Public Lands

This resolution outlines the notion of the opportunity for the state of Utah to establish more fully their state sovereignty. This lays out the provisions.

2017: HB0063 Hole in the Rock State Park

This bill enhanced and improved the Hole in the Rock Monument to make it a state park.

2018: HB0249S02 Statewide Resource Management Plan Adoption

In previous years there was legislation that required counties to create a resource management plan. This plan is used to form policy and direction and regulation on those resources in each specific area within the state. This piece of legislation codifies the state management plan. This is an umbrella plan meant to be complimentary to the county by county plans.

2018: SB0220 Hole in the Rock State Park Trail Extension

This bill created an expansion to the hole in the rock state park to allow better management.

2019: HB0310S01 Solid and Hazardous Waste Amendments

This bill looked at the federal suggestion for the waste laws and followed that to ensure better stewardship of resources.

Gives the state and focus to create a management plan. Gives the state the opportunity to ensure that the local communities voices are heard in the management plan.

Reauthorizes water bills through 2024.

2019: SB0023 Sunset Reauthorization – Water Quality Act

Renews water quality bill through 2024.

2020: HB0028 Legislative Water Development Commission Sunset Amendments

This commission vets and analyzes the water development issue. It brings together both parties to help make better developments.

2020: HB0041 State Water Policy Amendments

This bill is the first time the state has developed a water policy. This bill looked at the need of policy and the complexity of water in the state and increased demands, they needed to make sure that a policy was codified. This policy will be reviewed annually.

2020: HB0237 Change to Effective Date of Water-related Amendments

This bill is a companion to the constitutional amendment. This bill aligns the language with the passage of the constitutional amendment. 

2020: SB0019 Land Exchange Distribution Account Amendments

This is set up to deal with funds that come in due to minerals. It provides a clearing house to distribute those funds to counties due to the mining of minerals.

2020: SB0020 Hazardous Substances Mitigation Act Sunset Extension

This gives the state responsibility regarding hazardous substance mitigation.

This requires proof of water related process due to recent cases.

When someone has a critical moment in their lives resulting in loss of housing. This makes it so they have the opportunity to have housing. This amendment looks at the change of cost of living and proposes a change in those homestead exemptions.

2019: HB0032 Rulemaking Fiscal Accountability Amendments

This bill talks about when a rule is made by one of the executive branches there needs to be a fiscal note attached to that rule. This rulemaking creates an opportunity in some circumstances, that once a rule would require an expenditure with a certain note it would come to the committee and have legislative approval.

Changes the name of the board to free market protection and moves it over to the governor’s office. Narrows the duties of the board allowing a more concise target to focus on.

This bill is regarding the opportunity to fees credit card, this bill provides stability, prohibiting a vendor to prevent a surcharge of spending allowing more certain ability in the marketplace.

2014: SB0133 Benefit Corporation Amendments

This is regarding a new classification of corporations. This bring social entrepreneurialism, there is a profit motive but also the social aspect. Currently there is only non-profit or profit. This will help develop business efforts for that specific group. This would help strengthen that group.

2014: SB0156 Construction Trades Licensing Act Amendments

Creates a technical change, defines an alarm company and ones that sale it. Makes that differential point to change licensing.

2015: HB0057 Benefit Corporations Amendments

This bill is intended to protect the provision passed last year. The benefit corporations is intended to help those that were not totally profit driven it allows a company to be accountable appropriately to their share holders by not spending their resources that rae in addition to making a profit. This amendment deals with reporting and the boards to help streamline what is taking place.

2015: HB0216S02 Workplace Abusive Conduct Amendments to Promote a Healthy Workplace

When workplaces are healthy, it increases productivity. This bill involved many stakeholders. This bill is regarding public servants in their executive branch. This bill addresses the statewide definition of abusive workplace conduct, requires DHM to define it to their employees, provides training to employees, and promotes efficiency in working. This bill does not create a private right of action.

2015: HB0291S03 Procurement Changes

Currently the procurement code is not inclusive of everything. This bill clarifies the grants are not required under procurement code.

 

2018: HB0186S01 Limited Liability Company Amendments

 

This allows innovation in the private sector and give them opportunity to get recognition in the limited liability company. This allows free market to receive encouragement and focus from the legislation to do good things.

After court proceedings, this allows the weapon to be returned to the owner after it is used for the proper use of evidence. It also clarifies when weapons are received to police it provides a way to establish ownership.

2014: HB0177S01 Juror and Witness Fees Amendments

There was an appropriation to cover the jurors and witness fees. This could run a deficit, this makes it, so it is reported annually to the committee. It also specifies hiring witnesses in order to not overspend.

2017: HB0139S01 Criminal Intent Amendments

This bill removed involuntary intoxication as a defense to rape.

2018: HB0178S01 Power of Attorney Amendments

This came from a constituent, there has been confusion in the code that requires if a parent is leaving the state that they have to go through a court hearing to provide necessary delegation of powers. This allows it to be accomplished through power of attorney. This would give that opportunity for the school to check that with some checks.

2020: HB0300S01 Justice Court Jurisdiction Amendments

This bill looks to help the case loads of Utah County. This looks at low-risk crimes that could be pled along the district court. It codifies that option for the head prosecutor to look at the risk and analyze the crime itself and see if there might be a better way to be productive for the courts.

This bill is a result of an audit, it provides that UDOT may employee auditing experts from outside the department.

2018: SB0137S01 Amendments Relating to Government Records

This deals with ambiguity act and GRAMA to reclassify their records rather than the legality in close door session be challenged in court.
